Jumpy transitions in Premiere Elements

Hi there,

I am having an issue with Premiere Elements 13. I add transitions between still images and they perform fine within the software viewer and when rendered to an electronic file, but the transitions are very 'bumpy' when burned to DVD (which we have to do).

I have already uninstalled and reinstalled the software - any help would be greatly appreciated.
