Laggy Timeline in Premiere Elements 9 on Windows 10

Hi,

I'm using Premiere Elements 9 on Windows 10 with a modern machine.  For some reason, navigating through the timeline is incredibly laggy and difficult to use.  I'm not referring to playback, which is fine.  I'm referring to scrolling or zooming on the timeline, and it takes several seconds to see the response on my screen.  Does anyone else on Windows experience this? Is there a solution? I had this happen on previous Windows machines as well.
