Large export from Premiere Elements 16 (Windows 10)

I have a Custom export on Premiere Elements 14 for Mac which create a .mp4-file of approx. 380 MB from a film of about 45 min. Exactly the same film with the same Custom export end up with a file-size of more than 1.1 GB

The Output Summary is reported as this (on both Mac and Windows).

1024x768 (1.3333), 25fps, Upper, 00:50:26:24

CBR, Target 0.90 Mbps

AAC, 128 kbps, 48 kHz, Stereo

Format is H.264

The estimated File Size: 370 MB

The Mac is an iMac with Int. Core i5, 2.7 Ghz, 8 GB RAM

The Windows 10 have a Int. Core i7 2.5 Ghz 8 GB RAM

Any suggestions?

Are ALL settings (bit rate, quality, compression) for your custom export on both computers identical? (Can you post a screen capture of each so we can compare?)

BTW, at that resolution, you really should be using progressive frames rather than upper field first. I don't know where you plan to display or post this video, but all current devices, TVs and web site display a much better looking video if the video frames aren't interlaced.

I'm also not sure why you're using an aspect ratio of 1.333 rather than square pixels.

How and where do you plan to display this video? Your output settings don't really make much sense.

Yes they are identical and it's the same underlying source. This is video for the mac:

And this is for windows:

The display will be on a server that have lectures for a part of Uppsala University. I got the recommendations from those responsible for the administration of that server. But the bottom line of all this is that the mac-version works allright but the windows don't and both do an estimation of the file size to 365 MB. Premiere Elements versions are 14 for Mac and 16 for windows.

I downloaded a demo version of Media Encoder CC 2018 and made a new encoding of the .mp4-file (ie the exported one 1.1GB) with them same settings as in Premiere Elements. And it was reduced to 361 MB with acceptable quality. But then again I shouldn't have to that, should I.

For the end file it does no matter if its on the mac or window for the same software version.

File size will be the same

It is what it is: an estimate.

Is this video 4:3 or widescreen?

And set to progressive.
