Level indicators show wrong values (Premiere Elements 15)

I generated a test tone with -12dB.

The audio level indicator and the master level indicator show different wrong values.

The signal in the output file is correct -12dB.

I checked this with Premiere Pro and Magix Video deluxe.

Has anyone else noticed this behaviour?

Did I miss anything or is it a bug?
