Lightning Effect Help!

A relative newbie of Adobe Premiere Elements here... I'm really having a tough time using/understanding how to use the Lightning Effect. I have a short clip, I drag the Lightning Effect over the clip and I click the toggle animation to start shaping the Lightning Effect to the size I like it for each frame.

I painstakingly go through each frame. But once I'm done, the lightning replays as if I've done no frame editing at all. It's basically all over the place.

What am I doing wrong?! Feel so dumb!
