Lip synch problem in Adobe Premiere Elements

When I record myself on a computer and put that video recording into Adobe Premier Elements for editing, it is always out of LIP SYNCH although the recording is OK to begin with. Why?

How and with what are you doing the recording of your self? How are you setting up the project in Premiere Elements? What version do you have? What are you using to determine the "recording is OK to begin with"?

I record myself on pc desktop computer or Dell laptop. Both have microsoft systems.
After recording, I save video to my desktop then download it into Adobe Premiete Elements (2019) then put them in timeline but when I play them. they're both out of synch

I should have asked the question more clearly. How do you record on your computer? What program or application are you using to do that? From there, it will help to know what frame rates, formats and codecs the application uses. Steve's video explains it very well.
