MAJOR Performance issues in adobe for no apparent reason

no matter what i troubleshoot the same thing happens...

when i turn off hardware acc it SLIGHTLY performs better but still totally unacceptable. 

issue - going in to split clip to cut out silent part of conversation.

clips split i delete segment (used to close gap automatically now i need to perform an extra 2 clicks to get the gap cleared which amounts to like 5000 extra clicks not the big issue though)

once i have closed the gap i rewind timeline to hear what my edit sounds like.

only it takes around 5 minutes for it to start playing and sometimes it just crashes...

render button is unresponsive at all times now for some reason as i rendered the timeline initially to try and get rid of the HUGE performance issue... here I am a week later and still trying to remove the quiet parts out of a 20 minute video. i have not even gotten to intros outros extras transitions or anything...just load the file in and bam performance is crap...adobe never really performed as well as i thought it would on my system

all my media i work on in adobe is on my ssd 3.5gbps 

nothing has worked at all and i have been through so many support posts. my final attempt of desperation will be to simply export the file then re import it and try to edit   the video as a different file unfortunately im stuck at 6% with 2 hours and 19 minutes  that keeps shooting back up to 2 hours and 30 minutes 

export doesnt and has never used my full cpu either i bought this crap in hopes that i wouldnt need to buy another video editing software...video proc vlogger is having no issues playing my media yet adobe is paid and cannot perform

samsung ssd 980 1tb over a hundred gigs left over

this is exporting a 20 minute video  not cool man 

again though my issue is performance during playback taking 5 minutes to start playing after each trim edit. i need that to stop or i just need my money back because who can work like that?
