Make sky more blue in overexposed video

I found a video that explains how to do this in Adobe Première Pro by blending the top part (sky part) of 1 video with the bottom part of another video.

It seems that this is a feature available in Pro only.

Is there another way I could make a sky more blue in Adobe Première Elements?

You can right click on a clip, pick Clip > Effects Mask and add adjustment or effects to the mask.   I've not yet found a way to blend or feather the edge so it does not work as well as in you Premiere Pro YouTube example.
