Maximise use of RAM in Elements 10

I'm running Premiere Elements 10 using 64 bit windows 10. My PC has 12GB of installed RAM but Elements seems to only ever recognise and use a maximum of 4GB. Can anyone offer advice on how I can configure the system to make better use of all the available RAM?

Have you ensured that you've installed the 64 bit version of the program?

The program did not become available in an exclusively 64 bit version until, I believe, version 14.
