Missing Codecs

I had to re install PE13 since doing so I cannot open existing files. A message appears cannot open files because of Codecs?

Can someone assist me?

    What are you attempting to open and how?

    Project files (.prel) are opened using File/Open. These are the files that include the media files for your movie projects. You do NOT use Add Media to open .prel files.

    Media files are added to a project. They are not opened by the program but are imported into a movie project using Add Media.
