missing parts of software

Purchased the premier photo elements 2018, upon installing it keeps telling me it did not install , to quit and reinstall.   Its on my computer and the organizer and video part are the one part of it that is working. when I click on photo editor  it wants me to put a disk in and install or do a free trial.  I have uninstalled and reinstalled

Why is this doing this?   I have spent hours on it and cant figure out .

    There is no such thing as premier photo elements.

    There is Premiere Elements (the video editor) and Photoshop Elements (the photo editor), two separate programs.

    It seems like you installed only Premiere Elements.
