.mp4 videos from a Samsung Galaxy S23 ultra used to load fine, now has the HEVC/HEIF msg on Win 11

Question

Videos from my husband's phone normally load and play fine in my Premiere Elements 2023 editor on Windows 11 laptop.

Today, it says Your system need to be configured to import HEVC or HEIF type of media.

I've tried doing that in the past but it doesn't seem to help. So now I go to Adobe Express online and convert the videos, 1 at a time, to .mp4 (Even tho they were already MP4)

Does this make any sense to anyone?

MP4 video files are 'containers' for a lot of video parts. One of which is the video codec. The most common is named H.264. Less common is named H.265.

There are two possibilties that I can think of.

One is that the phone was changed. I have a Galaxy S23 and it can be switched from H.264 to H.265, also called "HEVC". That suggests that your husband has made the change in the S23 menu settings.

The second possibiltiy is that the H.265 (or HEVC) "codecs" are not installed on your computer. If I remember right, the 2023 version of Premiere Elements did not come with that. It had be be installed from the Microsoft store and cost 99 cents. Once installed as part of the operating system, Premiere Elements could "see" it and use it.

A better way to convert existing files from H.265 to H.264 might be by using the (free) program called "Handbrake".
