Navigation help is incorrect in two different places

I am trying to change the duration of the default transition between clips.

When I go to helpx.adobe.com/premiere-elements/using/adjusting-transitions, under "Set a default duration for transitions," it provides this navigation, which is obviously incorrect:

That navigation does not exist in PP.

When I go to helpx.adobe.com/premiere-elements/using/modifying-customizing-transitions, under "Set the default duration for transitions," it provides these steps:

The two options in step 2 do not exist at that location.

Two questions:

1. Are the instructions at helpx.adobe.com characteristically incorrect? (If so, I'll save time by not look there in the future.)

2. How/where do I change the duration for default transitions?

Thank you.

You posted in the Premiere Pro forum, but your links show Premiere Elements.

Which app are you using?

Correction: I guess the slash [/] should have been taken to mean "or".  I am used to seeing the word "or" in other documentation. My bad.

That said, there is no place to change the duration of the default transitions under: Edit > Preferences > General.

Sorry, I don't know how I got to Premiere Elements. I will repost.
