Need help with title template for Player Highlight video

Hello all,

I am in the process of creating a player highlight video in Adobe Premiere Elements to be used for college recruiting purposes and need help to create a player information title similar to this: https://youtu.be/GnSXHMNUGGM?t=14 or this: https://youtu.be/egi-ok3hyOs?t=11 

Do I have to do this in separate program and then import it as a jpg? Or can this be done in Elements with the tools they provide? Are there Title templates I can buy or import/open in Elements to do this?
