Need to start in admin mode

Why now that my C: drive crashed and my back up failed, I installed a clean install of win 10. Premiere Elements 14 crashes upon start up unless started in administrator mode. I think it crashes when starting Quick Time? What version of Quick time is needed?

    Quicktime 7.

    Though the presence of Quicktime would likely have nothing to do with the program crashing on startup.

    More likely you need to update your Windows Visual C++.
