New to Premiere Elements - -I see this when I bring in a video to edit - -What am I doing wrong?

Its the dreaded video-graphics-card-green-lines syndrome.

Make sure that the driver for your graphics card is the latest (look at the graphics card manufacturer's site).

Do not trust Windows to do this for you. You probably have an Nvidia card?
