"No Device Control" on capture dashboard

I have Premiere Elements 2022.
The software does not recognize my computer camera, or my Logitech QuickCam 5000, when I am on the 'capture' push button dashboard (before or after I press capture)
Underneath where it says 'capturing source', there is a permanent message that says "No Device Control'.
However, once I press capture, it does record video, with both cameras, I just can't see what I am recording.
My computer is a Dell XPS, 7590. My external camera is a Logitech QuickCam 5000.
Any ideas will be greatly appreciated.

How is your camera connected to your computer?

 

Camera control was only possible when a miniDV camcorder was connected via FireWire. This feature was removed in version 12 of the program because the world was going tapeless.

 

Here is how current video is downloaded from digital cameras and camcorders. Look about 2:50 into the tutorial.

Thank you for your answer Steve.
I am using a USB webcam to film. (I am filming, I am not downloading from
a camcorder).

I click on "Add media", then select "Webcam or WDM", and then a
smaller window opens. In the smaller window you can see what your camera is
seeing, but I don't see the image, and I see the message "No Device
Control" right below "Capturing Source". There is "Capture" button, and if
I press it, it will film, I can actually film, but I cannot see what I am
filming while I am filming.

I used to have Premiere Elements 11, and it worked fine on Windows 7
Professional, running on an older Dell. Now I have Premiere Elements 12, a
newer system (XPS 7590), and in this newer system is where I have the
problem. The external webcam (Logitech Quickcam 5000, is listed as
supported by Adobe)

Correction:

I do not have Premiere Element 12.

I have Premiere Element 2022.
