No download link for Premiere Elements 13?

Hello, I purchased Adobe Premiere Elements 13 a few years back on Amazon.com. Now if I try to download the software, it fails to go to the download link. I've my receipt and product key. Is this software already discontinued? As I purchased it, shouldn't I be able to download it anytime I want?

When you have a download, ALWAYS copy it to at least one external device
-a usb flash drive or hard drive, or write to a CD or DVD
-plus a text file containing your serial number

Version 13 is no longer support therefor no download link anymore.

I think servers are down up to version 15.
