Noise Reduction in Premiere Elements 2018

I have Adobe Premiere Elements 2018. I want to reduce video noise in a clip. The instructions say to go to Advanced Adjustments and select the Reduce Noise option, but no such option is found when I go to Advanced Adjustments.

You are looking in the Video Effects section. Look in Audio Effects.
