Not able to edit picture on timeline with Elements

I have Adobe Photoshop Elements 2018 and Premiere Elements 2019.  When I try to edit a clip in premiere, Photoshop elements is not a option.  It wants to install a trial version.

Premiere Elements 2019 can not recognize Photoshop Elements 2018. You'll need to open the photo manually in Photo Elements.
