Not possible to copy clip from time line so lose scaling

I'm trying to superimpose a picture of a train on the video of a moving track background.  You can see the video at.  https://www.youtube.com/watch?v=7X8xI7sOBdQ   .  The problem is that the track curves every once in a while and the superimposed train picture is no longer centered on the tracks. 

I scaled the train picture to fit in the beginning.  I was hoping I could copy the scaled train from the time line by right clicking and chosing copy and then, pasting that into another part of the timeline and sliding it over so that it stayed on the tracks.  Premiere elements doesn't appear to allow copying of scaled clips from the timeline.  Any suggestions on how to accomplish my goal.  I think this would be a good feature for adobe to add to premiere elements.

You can keyframe motion to keep the graphic positioned over the train. Is there something more than that that you're trying to do?

No, I'm just trying to keep the train positioned over the tracks.  I am not sure what you mean by keyframe motion.  How do I do that?
