Old DVD converted to MP4?

Some Background: I have an old DVD that I created with PS Premiere Elements 3.0 back in 2008 on an Windows XP machine which is now long gone.  I do not have the old analog home video tape that I had originally created it from.  The video is only about 25 minutes long.  My new machine has plenty of video processing power: i.e. 64 Gb ram and 500 Gb SSD and is running Windows 11.

Question: Can someone give me some ideas as to how I might be able convert this DVD to MP4?

This is about Premiere Pro, but the ideas may help

Directly editing a VOB... or Ripping a VOB to edit using a note from Jim Simon

The VOB files on your DVD are essentially renamed MPG files

1 - import the VOB as is and see if that will work

2 - rename to MPG and see if that will work

Thank you.   I took a look at  "XviD4PSP 8.1.36 / 7.0.502 " reviews weren't great but latest was back in 2021 so took a chance, downloaded and attempted to install.  Windows Defender gave me a warning to have halted the install for the moment.  Will take a look at some of the editors listed on the VideoHelp website.  

Appreciate your asssistance in providing a new website for me to investigate.

1 - try the FREE https://handbrake.fr/ open source transcoder/converter

2 - do an Internet search for "convert vob to mp4" (without the " " marks)
