Only hear mono audio in left channel for some clips

My timeline has a mix of clips from a video camera and clips with audio I recorded on my PC.  For the audio I recorded, I hear it in both speakers.  For the audio recorded by the camera, I only hear it in the left channel.  When I look at properties for the clips, they both say they are "mono" for both Source Audio and Project Audio (although at different sample rates).  How do I fix the audio from the camera so I hear it in both left and right speakers?  "Mono" should obviously do this automatically.

I can't find anything remotely related in any help or online source.  I did find someone showing a way to fix this in Premiere Pro, but the menu items he used do not seem to exist in Premiere Elements.
