That image indicates that Premiere Elements can't find the media used in the project.

Do you have the original media used in the project?

If so, you will need to have the media installed on the computer and relink them.

I highly recommend you don't try it. Or if you do try it, make a copy of your orignal file before you attempt it. It will very likely result in complete corruption of that old project file.

Premiere Elements has never been truly backwards compatible. So, even if you do open the file, you'll likely find things in the project don't work well.

The advice I give in my books is to always finish your work in the same version of the program you started it in.
