Other Premiere Elements sellers UK

I have been using PE 10 for many years to create very satisfactory little videos on a now ancient Samsung laptop. Having just bought a new PC and was looking to buy PE direct from Adobe again. However, I don't much like the idea of the limited 3 year licence with PE2025, so am looking for a previous lifetime licence version such as PE 2024. I now understand that this is no longer directly available from Adobe, (thanks Ann).

So recent previous editions of PE for purchase seem scarce online, except from 'Blitzhandel24' which is currently offering PE2024 for the ridiculously low price of £21.14. (below). They also claim to be 'official Adobe partner', (red arrows also below). 

Seems too good to be true! Has anyone experience of purchasing from Blitzhandel 24? Are they 'official Adobe partner' as claimed?

All advice again welcome and much appreciated. For the price seems worth a punt anyway!
