Overlapping Video in Premiere Elements

I noticed that in many Youtube videos, youtubers have multiple versions of themselves on screen in the same shot. How are they doing that? Is there some way to do this in premiere elements?

For example:

Similar examples exist with the two people closer, or in front of one another.
