Sometimes when Adobe apps are behaving strangly it can be fixed by reseting preferences.   The procedure is described here:  https://helpx.adobe.com/premiere-elements/using/preferences.html#:~:text=To%20restore%20default%20preference%20settings%20and%20plug%2Din%20cache%20at,when%20the%20splash%20screen%20appears.

Try restarting the computer.

I restarted Adobe to fix it until it happens again. Would rather Adobe work correctly and save me the frustration.

You're using a very old operating system and a very old program, dd. Updating to a Windows 10 and ensuring your have the latest drivers for your graphics card will likely resolve this issue. It's not a problem inherent to Premiere Elements.
