PE 15 Remove spots

Hello there!

I have searched the interwebs, but cannot find an answer...

I am a photographer who is just getting into editing video.  There are dust spots on my video clips.    I want to make a nice edit for my cousin.  Is there a way of removing these spots in premiere elements 15?  Please be careful....I am an extreme beginner with video editing!

    The only way I can think of is to export each frame to Photoshop or Photoshop Elements and use the tools in Photoshop or Photoshop Elements to remove the spots and then import back into Premiere Elements.

    So at 30 frames per second, well, you can do the math.

      This is why I like photo editing more than video!  Yes, I imagine that would take quite a while!  Thank you for your response!

      As careful as I can be, there is no way to remove spots in video editing like there is is in photo editing.
