pe13 deactivation on desktop that is not available anymore

I build a new desktop and moved the drive containing PE13 to this desktop. I can not deactivate it on the old one so it continues to request deactivation because it is in use on to many computers.

How can I deactivate PE13 on a not existing computer.

The only possibilities are logging on to your Adobe account or trying an online chat with Adobe customer service.  If you registered it, the online account method might work.  Online chats start at https://helpx.adobe.com/support.html
