PE2021, export to 9x16 (portrait)

I'd like to be able to export in 9x16, portrait, format.  Application is using a smart phone video taken in portrait with a green screen background, using FX on the background, and then exporting while maintaining the same format.

 

Edit/Project Settings/General has a selection for Frame Size horizonal and vertical.  Mine are not grayed out, but I can't change them.  (Is it because of the note next to the OK button that says "Mercury Playback Engine Software Only"?  I've been posting in another thread about my video card, it's way too lame for video editing work, have ordered a new card, it's on its way)

 

I've also tried Export/Custom/Advanced Settings, changing the width and height in Video/Basic Video Settings.  This exports to portrait format like I want, but shrinks original video down.  See pix of original, unedited smart phone video and pix of export output preview.

 

How do I correct all this?

Not completely following Ann.  Are you saying it's possible or no?


I just watched one of Steve's videos on Frame Size in Project Settings.  I understand a little bit better.  So I tried something.  I added a video in smart phone portrait format, rotated it 90 degrees to fill the 1920x1080 screen, applied my FX, exported, and then re-rotated in the project I wanted to use it in.  Works just fine.  A little cumbersome, a little kludgy, but alas it works!

I don't think you can export in 9X16 in Premiere Elements.

Yes you can but there is no point in doing so as there is no default project setting for vertical images.

But if you search the internet/youtube on how to adjust project settings you can go all the way.
