Photoshop elements 13 with windows 10

I have purchased a new HP laptop with windows 10. I have tried installing the photoshop elements 13 and it doesnt open. It says it cannt run on the laptop. I have tried restarting like it says online and still not good. I have tried installing the 32 and 36 but still does not work

Did you install with administrator account?

Did you try running as an administrator?

Did you try running in compatibility mode?

Did you download the Windows version?

If so, try updating or rolling back your video driver directly from the card manufacturer's site.

What is the exact wording of the error message?
