Pixelated video AFTER rendering during motion sequences

I am currently using Adobe Premiere Elements 14 and the original footage looks great when opened up with WMP,  the timeline footage looks great as does the Render Preview when I am ready to export.    However, once I render the footage and open the file it is pixelated mostly during moving sequences as well as the frames seem to drop during those sequences as well.  I film on a motorcycle so things are moving fast.  When I stop the footage looks great and clear, when I'm moving it is pixelated.

I am filming with a Gopro Hero 4 in 1920x1080p, 30fps, wide setting.   I originally tried to export with the default 1920x1080p HD render and it was pixely, I then tried a custom render in MOV, H.264, H.264 AVCHD, MP4 and MP2.  I rendered in all of those formats in 1920x1080, 30fps and still to no avail, the exported file is pixelated.

Any help is greatly appreciated!

I failed to mention the MP4 render actually wasn't very pixelated, however there was a big loss in framerate during playback during the motion sequences, it wasn't smooth as I'm moving on my bike.

You didn't describe your output path.

For me the best has been in the AVCHD path in Premier Elements 13.  I've been on 15 for a couple days and I think the path with the new interface is Publish&Share > Devices > Custom > Advanced button > Match Source button. 

It should get you to the H.264 codec with frame rates, video settings and bitrates that mirror what you are shooting.
