This problem didn't occur in Version 15.

This looks like a bug in Version 2019. Doesn't it?

    Quicktime is only an envelope for your files. Quicktime files can be made up of any number of codecs, frame rates and resolutions. It's the codecs, frame rates and resolutions -- and how well your project settings are matched to them -- that determine how the file will perform in the program.
