Premier 2023 Artistic Effect Provence Disabled

In the artistic effects, the Provence effect is always disabled.  Only that one.  When I drag it to a clip I get a red cicle with a diagonal line (not allowed icon)..  Anyone know why that one doesn't work?

I checked my Windows computer and it works on an H.264, 4K30 MP4 file.   Can you describe more detail of your situation.
