Premier Element (any version) Will not Run Outside of Work Network

Preimer elements 2020 will not run outside of my works network. I can install it outside of work from my home.  However, the Premier Elements fails to load at the "quicktime.prm " component of the install.  The program then shuts off with no error message.  Once wifi or ethernet is available, program launces and runs correctly.

 

Had this behavior once before when running windows 10.  It is now doing it again inside of Windows 11.  My district tech hasn't sussed it out yet.

 

Software installed in defaults locations.  I run as an admin or not.  Only time it work is on wifi for the district or ethernet.

To clarify, it freezes during the LAUNCH of the program once it is installed.  It does not matter if I launch the file directly from the exe or from the menu system of the adobe program.

First ensure you have all of the updates to Windows 10/11.

 

Then try starting the program with Admin privileges.
