Premier elements 12 , menu not available, cannot see how to set frame rate

P.E. . 12 on 64 bit windows 12. Working somewhat but I cannot access all the menu choices or set up the frame rate.  It seems to be working half way between expert and automatic 

 So I get an email from here after looking for help.  I have been told that P.E. 12 is not compatible with my computer and I need to upgrade to the 2020 version.  The 'discount' cost of which is ONLY going to cost 99 dollars.  Is this for real?
