Premier Elements 14 will not start on Windows 10

When I click on the application to open it, an icon appears in the Windows 10 task bar, but then it does nothing.

We uninstalled and re-installed Premier Elements 14. 

We also followed the instructions suggested in the URL:

Photoshop Elements and Premiere Elements do not launch | Windows 10

Please help.
