Premier Elements 15 export produces split screen video

Exported video shows an additional 20% of the left side of the video appearing on the right side of the exported video. So, essentially two videos -- one full, then a black band and one partial -- all on the same screen. Have tried mp4 and mpeg at different settings. Preview shows OK, but exported video is not. Please help.

    I wouldn't assume something is not a problem just because it worked before. We really need to look at every possibility in order to troubleshoot.

    Have you gone to the AMD site and ensured you have the latest driver for that Radeon card (rather than trust Windows to provide it)?

    Open a sample of your video in the free download MediaInfo. In MediaInfo, set the View to Text and then copy and paste that report to this forum.

    I've never heard of this before!

    What model of camcorder is your video coming from and what is the video's format and resolution?

    If you look in Premiere Elements, under the Edit menu, what is listed on the General page under Project Settings?

    What operating system do you have? Which processor are you running with how much RAM? What graphics card or system are you using?

    This is video that I have captured from film years ago. I have edited it in Premier products many times over the years without this issue, so I know it's not a problem with the source video, which is 720x480.

    I am using a PC, Windows 10. CPU is i5-750. 16GB RAM. AMD Radeon HD 5700.

    Editing in DV NTSC 29.97 fps, displaying at 30fps drop-frame.

    I did add 8GB RAM since I last rendered a video, but I don't know how in the world more RAM could cause this.
