Premier Elements 18 cuts off beginning of my iPhone video

I recorded a video of installing an application on my iPhone 8.  When I download the video to my hard drive (Windows 10 Pro) and import into Premier Elements 18, the beginning of the video is cut off.  I have Premier Pro 6 on a different computer and when I import, it imports everything just fine (no cutting off of the beginning)

I saw the same question on the forum from last October and Steve's recommendation was to get information from MediaInfo which is below.  Can anyone help?

    Your video uses a variable frame rate compression, which is not supported in version 2018. (It is supported in version 2019.)

    Short of upgrading, you can convert the video to a more standard MP4 using the free download Handbrake. (That's assuming the front is not cut off the video when you view it on VLC Media Player.)
