I have a Galaxy S9 phone.  I was able to make last year's Premiere Elements version 18 work with the HEVC/varible rate footage from the phone.  It was tricky because I botched the installation of the HEVC codec pack from the Microsoft store.  It was not part of the default Windows 10 package.  Confusing is that there was a free one and a $.99 version.  I installed both and my computer needed help!  The right one is the one that costs a dollar minus a penny.

Thanks for the replies. I'll try the Microsoft store HEVC codec. If that doesn't work, guess I'll try Handbrake. I did see a video about it when looking for answers.

Looking back to some notes I made while 1st learning version 2021...

Sample 4k video - H.264 and HEVC inside an MP4 work... HEVC inside an ENCM won't play or load

It MAY be that your version is too old to work with HEVC

I see two possible problems... HEVC codec and Variable Frame Rate

Use https://handbrake.fr/ open source transcoder/converter to convert to Constant Frame Rate

I don't know how to edit my original post. The problem is recent, and I finally realized it doesn't happen with my Nikon camera, only with my Galaxy phone camera.
