Premier Elements 2019 move license to new computer

I need help moving my license to my new computer.  When I enter the license it says it is invalid.  Yet I can see them on my Adobe account page.

Assuming you haven't already used the activation code twice, try launching the program by right-clicking on it and selecting Run as Administrator. Then use the activation code.

Is it a Windows license on a Windows computer or a Mac license on a Mac computer?

A windows license on a Windows computer.  The new one is Windows 11 Home.

Thanks for your help.  It was previously telling me the License was invalid.  But I had not tried to run as administrator.
