Premier Elements 2020 - Load Library failed

Suddenly Premier Elements 2020 will not load showing the following error messages:

Load Library failed with error 87: The parameter is incorrect. (this message appears 7 times)

Incompatible Display driver. To get a better and faster playback performance, please update your display driver.

I have updated my Intel drivers, all up-to-date.

Dell Precision Tower 3431

Intel Core i5-9600 CPU

64-bit operating system, x64-based processor

Windows 10 Pro

2004 version

Installed 2/23/2021

OS build 1901.804
