Premier Elements installation won't work because VCRUNTIME140.dll is missing

I successfully downloaded both Photoshop and Premier. Tried to install both, got note saying computer was scheduled to restart and did I want to quit or install. I installed both but wouldn't run, got error message: "VCRUNTIME140.ddl was not found. Reinstalling may fix".

I deleted both, restarted, reinstalled both and have the same error.  How to fix?
