Premiere 2018 Won't Open

Hello. I have Premiere Elements 2018 and Photoshop Elements 2018. Photoshop will open, but Premiere won't. It's not even opening enough to crash, but I can open and use Photoshop with no problem. I have tried deleting and redownloading Premiere, but that didn't work. Does anyone know what's going on?

Mac or Windows and exactly which version of the operating system?

Did the program 'used to work' and stopped?

If used to work and stopped, what about your computer has changed?

-have you allowed an operating system update?

I believe it's Windows 10.

The program used to work and now loads like it's about to open, but doesn't open.

All that's changed as far as I know is what has been updated through the laptop for Windows. I'm not even sure what that is at this point.

I have everything updated to the most recent version.

Does it open if you go directly to the .exe file in Program Files?

Try updating or rolling back your graphics driver directly from the video card manufacturer’s site.
