Premiere 2020 - Can I change colour of selected portion of a video clip - eg from black to white...?

OK - not an experienced Premiere user - dabbled a little but by no means hugely proficient, so be patient with an old(ish) duffer if you will...

I have a short video clip and I'd like to know if I can select an area (similar to selecting in Photoshop) and change the colour, and have that track through the clip...

I can't say 100% that it can't be done.  But, I think you have to move up to something more complex and expensive like "After Effects" or similar to do that.

Assuming you're using Premiere Elements, you can very much do this in version 2021 using the new Effect on Selection feature.

 

In version 2020, you can apply an effect to a rectangular area of your video and then manually animate that selection's position. Not as elegant or as automatic as Effect on Selection, but it may work. (You could also create a selection using the Track Matte, but that has its own challenges.)

Hmmm...

Don't think that's what I need, unless I'm misunderstanding.

I have a short clip (a gif at the moment) that has a black horse - I want to change the colour of the horse (including the relevant shading, in the same way as I can in Photoshop) by replacing the black with (eg) white and shades thereof...

In PS it's a case of selecting an area on the pic, and then using a colour picker to change the original.
