Premiere elements 11 won't start due to DirectX "missing"

Just downloaded Premiere Elements 11 to a new Windows 10 PC. Elements won't open properly due to "missing" DirectX, but I did the diagnostic and DirectX is there and operating properly. How do I get Premiere Elements 11 to connect with it?

    What version of DirectX?

    You may need to install an older version.

    Version 11 is a pretty old piece of software. Do you get the same results if you download the free trial of version 2018 -- or even version 12?
