Premiere Elements 12 for Windows not Available for Download

Hello, I was wondering why Adobe Premiere Elements 12 "for Windows" is not available for download whereas all earlier (before 12) and later versions (13, 14 etc) are available for download? I have a legal copy but lost my cds. What recourse do I have ? Thanks.
