Premiere Elements 12 says I need to register but it is already registered

I'm trying to use this program on a new computer.  I have got it to install, but when trying to start the program I can not start a new project (or an existing one, not that I have one on this computer).

 

It says to go register.  But the programs are registered when I logged in.  There is only a pop up that says register and a copy and paste link to do so.  No other buttons other than to close the pop up.  When I close the pop up I only have two choices.  One to go back to the previous pop up that leads no where.  Two quit the program.

 

I have tried...

* restarting the computer

* uninstalling and reinstalling the program

* uninstalling and reinstalling the program from download options from where I can see that the I have registered the program.

* I have the program running in legacy Windows 8 mode (currently on a Windows 10 Pro system)

 

Any suggestions?

Servers older than Elements 15 have been taken down.

Did you register with Adobe or some other firm?

Might want to try installing 2024, register E12 and uninstall 2024. No guarantees it will work.
