premiere elements 12 says serial number is already in use after deactivating old pc

Question

i have a genuine copy of adobe premiere elements 12.0 i am moving it to a new pc. i signed out of premiere elements on the old pc using help, sign out and it now shows in on that computer

on my new pc i signed in using the adobe QR code sign in process. i also updated adobe application manager and premiere elements 12

However when i start a new project on the new pc i get the message the serial number is already in use by the maximum allowed computers you need to deactivate another pc to use this product

i selected retry activation i have already deactivated one of my pc’s but it does not work. my adobe accounts activated devices page also shows you have no activated devices

please can you help me clear the old activation so i can activate premiere elements 12 on my new pc

It may be that it was deactivated from the old computer , but the deactivation was not communicated to Adobe’s server (outdated browser, security doesn't meet Adobe requirements, or other reasons).
If that is the case, there is nothing you can do.
