Where is your video from? If it is from a newer iPhone or iPad, it could be an HEVC video, which version 13 can not edit.

    Hi Steve ! I've not iphone or iPad and i wanted just launch Premiere Elements 13...

    Even with Q-Lite it doesn't work !

    Ann is certainly right. Version 13 required Quicktime for support. Unfortunately, it is hard to find Quicktime since it is no longer made for Windows. Here is an old download site.

    But if that doesn't work, you can install this alternative.

    MIght need to install Quicktime codec.
